Narcotics Complaint and Arrest in Franklin
On November 30, 2014 the Franklin Police responded to a residence on Butler Street in the Borough for a reported narcotics complaint.
Franklin Patrols and Detectives investigated.
The investigation resulted in the arrest of Ms. Leanne Rebecca Fulmer, 29, of Franklin, New Jersey for possession of heroin, possession of a controlled dangerous substance (suboxone), possession of drug paraphernalia, and hypodermic needles, as well as use of a controlled dangerous substance.
Ms. Fulmer is alleged to have endangered the welfare of a child, while possessing, storing, and using the narcotics and drug paraphernalia described near and around a child. As a result Ms. Fulmer was charged with endangering the welfare of a child.
Ms. Fulmer was also charged with possession of heroin and suboxone, possession of hypodermic needles and drug paraphernalia, and use of heroin.
Ms. Fulmer was released pending her first appearance Sussex County Superior Court.
The Division of Child Protection and Permanency assisted at the conclusion of the investigation.
The complaints that were filed are merely accusations and the defendants are presumed innocent until proven guilty. The charges may be presented to a grand jury for potential indictment.
