Three Arrested in Franklin for Narcotics Distribution
FRANKLIN BOROUGH, NJ – The Franklin Police Department Detective Bureau conducted an investigation of narcotics distribution from within the Borough. After receiving complaints of narcotics activity from concerned citizens, Detectives conducted an investigation in the area of Davis Road.
Franklin Detectives investigated and found an individual had been selling heroin and other controlled dangerous substances in and around Franklin Borough specifically on Davis Road.
The investigation resulted in the arrest of the following:
- Justin R. Dondero, 27, of Franklin for possession of heroin and distribution of heroin. Bail was set at $20,000 with no ten percent option. Mr. Dondero also had an outstanding arrest warrant from the City of Paterson, NJ in the amount of $1,000.00. Lodged in the Sussex County Jail.
- Jarred Bruce, 35, of Franklin for possession of heroin, possession of drug paraphernalia, and possession of a hypodermic needle. He too was found to have an outstanding warrant from Vernon in the amount of $400.00. Bail was set at $11,000.00 with no ten percent option. Lodged in the Sussex County Jail.
- Lisa Moscato, 29, of Vernon, New Jersey, possession of heroin. See was released on her own recognizance.
Mr. Dondero was alleged to have sold heroin to Mr. Bruce and Ms. Moscato on various occasions in the months of August and September. Mr. Dondero was also alleged to have sold heroin to multiple individuals in and around Sussex County.
Mr. Dondero was alleged to have an undisclosed amount of heroin ready and packaged for sale when he was arrested. An undisclosed amount of money was seized from Mr. Dondero at the time of his arrest.
Investigation is ongoing and additional arrests may follow.
The complaints that were filed are merely accusations and the defendants are presumed innocent until proven guilty. The charges may be presented to a grand jury for potential indictment.
