Franklin Borough Police Investigate Narcotics Distribution
On July 17, 2014, the Franklin Police Department investigated several complaints of narcotics activity at a house on Main Street in the Borough.
Franklin Police Detective conducted an investigation. The investigation resulted in the arrest of Christopher M. Hartman, 35, of Franklin for Possession of heroin, possession with intent to distribute heroin, possession of marijuana, possession of hypodermic needles, use of heroin, and possession of drug paraphernalia.
The investigation resulted in the seizure of an undisclosed amount of narcotics along with equipment used to process and sell narcotics such as measuring scales and bags commonly used to package narcotics.
Mr. Hartman was found to have an outstanding criminal warrant from the City of Newark.
Mr. Hartman was charged with possession of heroin, possession with intent to distribute heroin, possession of marijuana, possession of drug paraphernalia, possession of hypodermic needles, and use of heroin.
Bail was set at $25,000 with no ten percent option. Mr. Hartman was transported to the Sussex County Jail in Lieu of bail.
The complaints that were filed are merely accusations and the defendants are presumed innocent until proven guilty. The charges may be presented to a grand jury for potential indictment.
