One Franklin Borough Shoplifter Identified and Arrested in Newark – More Arrests to Follow
On 01/05/2015 the Franklin Borough Police Department received a theft complaint from Walmart loss prevention. On 12/23/14 at approximately 8:50 PM a male and female suspect selected numerous pieces of merchandise from the store, totaling approximately $3000.00 and appeared to make an attempt to remove the items from the store, however were unable to and left the store abruptly.
On 01/04/15 at approximately 6:00 PM a female again gathered merchandise in the store and placed them in the cart. The merchandise included small electronics such as Xbox One games and Nintendo WiiU games, and miscellaneous video games. As of this date it appears over $2,000 in merchandise was removed on this date. The female was again in the store with individuals who appear to be the same individuals who made an attempt to remove items from the store on 12/23/2014. All the suspects pictured appear to have involvement in the theft.
Franklin Police Detectives identified Angela Concepcion, 27, of Newark NJ as one of the females pictured in the surveillance footage.
On 1/22/2015 at approximately 11:00 PM, Ms. Angela Concepcion was arrested at a residence on Oraton Street in Newark, NJ by Franklin Police. Another female in the residence at the time of Angela’s arrest, identified as Jennifer Caraballo (Concepcion) was also arrested for hindering the apprehension of another. She was charged by the Newark Police Department and taken into custody. Jennifer Caraballo (Concepcion) was also found to have an outstanding criminal warrant with an undisclosed amount of bail from Newark. She was turned over to the Newark Police Department.
Angela Concepcion was charged with theft and criminal attempt. Her bail was set at $30,000 with no ten percent option. Several other jurisdictions including Clark, River Dale, and possibly Milburn are also investigating incidents involving Ms. Concepcion and she may face additional charges from those jurisdictions. She was lodged in the Sussex County Jail in lieu of bail. Newark police personnel reported Ms. Concepcion is associated with high ranking members of the Latin Kings gang.
Newark Police Emergency services, Newark detectives, and anti-crime detectives assisted Franklin Detectives during the arrest.

The complaints that were filed are merely accusations and the defendants are presumed innocent until proven guilty. The charges may be presented to a grand jury for potential indictment.
