REASON FOR THE STOP: Driver driving on a flat tire

CHARGES AGAINST THE ACCUSED: DWI,  unsafe MV and uninsured

ANY OTHER INFORMATION: Officer Luciani saw a vehicle with its hazard lights on and a flat tire going down Bell Ave.  He stopped the driver and found him to be intoxicated.  Sgt. Antonello who is a DRE (Drug Recognition Expert) arrived and gave Howard Field Sobriety Tests for drugs.  Howard failed the tests. He was arrested, taken to headquarters and given other tests. He was charged and later released to a friend.
