ANY OTHER INFORMATION: Officer Sutphen saw a vehicle on Hopatchung Road with the high beams on.  The driver did not dim them when oncoming traffic was coming at her. Officer Sutphen followed the vehicle and saw it did not maintain its lane of travel.  He stopped the vehicle and found the driver who was Smith had been drinking alcohol. He gave her Field Sobriety Tests and she failed.  She was arrested, taken to headquarters, given the Alcotest and charged.
